❗ In accordance with the decision of the Ministry of Health of the Republic of Bulgaria No. RD-01-645/28.07.2021, from July 29 to August 31, 2021, entry into Bulgaria is carried out based on an assessment of the spread of COVID-19 in the respective countries, according to criteria and the classification of countries into color zones. The criteria for assessing the spread of COVID-19 are:

  • 14-day incidence rate;
  • weekly number of laboratory tests conducted with a positive result;
  • testing rate in the country;
  • identification of a SARS-CoV-2 variant defined as a variant of concern;
  • lack of sufficient information.

The color zones are as follows:

  • Green zone
  • Orange zone
  • Red zone

The list of countries by color zones is determined based on information published by the European Centre for Disease Prevention and Control — for EU and EEA member states, the World Health Organization and the Centers for Disease Control and Prevention (Atlanta, USA) — for all countries and the spread of variants of concern. In the absence of data or in case of inconsistencies, official information may be collected from data published on the websites of national health authorities.

The list will be reviewed at least once a week and updated on Mondays. If necessary, it may be updated more frequently if the epidemiological situation in a country worsens. The updated list enters into force at 00:00 on the following day.

The decision outlines the anti-epidemic measures applied to persons arriving from EU, EEA member states and the Swiss Confederation, in accordance with the color zones. Measures concerning citizens arriving from other countries are also specified. Exceptions are mentioned in a separate section of the order.

All persons arriving from countries outside the EU, EEA and the Swiss Confederation, and not included in the list of red zone countries, are considered to be arriving from orange zones and will be allowed to enter the country only upon presentation of a valid EU Digital COVID Certificate for vaccination, recovery, or test results, or an equivalent document containing the same data as the EU Digital COVID Certificate.

Thus, as of today, citizens of Ukraine entering Bulgaria from Ukraine are allowed to enter the country only upon presentation of a valid EU Digital COVID Certificate for vaccination, recovery, or test results, or an equivalent document containing the same data as the EU Digital COVID Certificate.

Children under 12 years of age are allowed to enter the Republic of Bulgaria without presenting the above-mentioned documents.
